Watch out for Big Brother: How technology has changed police surveillance

WHEN we think of surveillance, we tend to imagine traditional surveillance tools like CCTV systems run by local authorities.

The use of CCTV has certainly increased since I was a young constable on the Gold Coast in the early 1990s. From a CCTV network of 16 cameras when they were first introduced to the city precinct, the network has grown to more than 500 cameras today.

But surveillance is much more than just CCTV. It now includes things like private home or business security systems, police body-worn cameras (BWC) and the use of helicopters and drones. And we all have the capacity to conduct surveillance and gather evidence using the technology contained in our mobile phones.

These new technologies are changing the way police approach surveillance. Rather than using surveillance tools reactively to catch criminals caught in the act on camera, police are now proactively seeking out criminals in the process of offending and recording the evidence on the spot.

Johnston authorities’ use of drone to locate stolen property questioned

Smithfield, N.C. — Drone video of stolen property led to an arrest in Johnston County, but the American Civil Liberties Union is questioning whether authorities had a search warrant to fly the drone over private property.

According to warrant to search property along Woods Crossroads Road in Dunn, Benson police passed along a tip about stolen construction equipment to the Johnston County Sheriff's Office, which flew a drone over the property last month to locate the equipment.

Nolan King Knittle, 37, was later arrested and charged in the case.

Under North Carolina law, law enforcement can use drone surveillance over public property or over private property if it's an area within an officer's plain view. They also can use a drone if there is a threat of immediate danger or if they think a suspect will escape or destroy evidence.

But if they need to fly over private property out of plain view, law enforcement usually needs to obtain a search warrant first.

Art to science: Prioritise human touch to make technology effective – Gov’t urged

A public health expert is urging government to prioritise human role to make technology work effectively.

Prof. Ellis Owusu-Dabo of Kwame Nkrumah University of Science and Technology, believes there is an overreliance on technology with little attention to the human factor.

“When it comes to technology, we should just not look at the state of the art, which is the science but there is an art to science which is the human face to technology,” he said.

He added, “a little touch here and there and sometimes just being a good listener helps.”

Prof Owusu–Dabo was speaking at the Ghana Science Association Research seminar and poster presentation in Kumas, themed, “Using Science, Technology and Innovation to Improve Quality Healthcare Delivery in Ghana.”

Though Prof Owusu-Dabo lauds the introduction of medical drones, he said it is not enough to address Ghana’s healthcare delivery challenges.

“Let’s not think of the drone as a panacea,” he stressed.
